When an HCP asks “is this covered for my patient in Ontario?” Sarah identifies the province (from NPI metadata or by asking), looks up the payer rule set, and answers with the right listing tier — formulary, limited use code, special authorization, exception drug status, or non-listed. When the patient has private insurance she defers (private formularies are plan-by-plan). When the HCP's patient is on NIHB or VAC, she routes to the federal program rules instead of provincial.
